Only Bike Friday offers sizes of folding bikes varying in length and height..
a 16" wheel Pakit or their several models with 20" wheels..

Brompton makes 1 frame and several heights of seat posts and bar masts ..

Gear ratios make up for wheel sizes .. smaller wheel - bigger chainring.. wheel just turns more often per mile.

No. A lot of the smaller brands (like i.e. Bernds) do that, not just Bike Friday, while the bigger brands like Brompton, Dahon Tern etc. typically use the same mainframe for all riders but offer various different or adjustable stems and seatposts.
