Ebike not working 40 volts at throttle

I just bought a 36v Volto ebike 8ah battery 250w rear hub.. It lights up but motor won't go..
I thought I would test throttle and there are 4 wires going to throttle. red green blue yellow
. the yellow and blue wires have 40 volts.. I know this is not right should be 5v .. does that mean controller is bad???

Brand new bike or used bike? Was it suppossed to work?

Does throttle have a start button? Does it have LED's for battery status? What is your reference wire for the negative when you measured +40 on the blue and yellow?

this is a user bike.. volto 36v 8ah 250w
the throttle has a set of 3 lights red yellow and green. they all light up and stay lit when i turn on the power with key on battery pack.. i don't think it has a start button... .the wires to the throttle been cut so I put them back together .. I tested with a multimeter one on blue one on yellow and it reads 40volts..

as far as the lights they never change always all three on

With nothing connected to the controller wires, this sounds OK. The 5.5V is a little high, but it could just mean your battery in the multimeter needs replacing. If the throttle is connected, this is not right. Red to Green should be a little lower in voltage.

Try this. WIth everything connected, what is green to blue? SHould be less than 1 volt and when you roll the throttle, it goes up to 4 volts.,

If this is what you see and the motor still doesn't work, make sure the ebrakes are not engaged. Like you might not have the cables connected or the cables connected, then the levers will hang loose and they have switches that inhibit the motor.
