I have a wardrobe full of Voler stuff. Lasts a long time, fit is great. Also MUSA.
Also helps a ton they have sizing sample sales throughout the year....easy to fill a wardrobe with top-tier threads when Voler is selling them 50% off.

I think the aero tech shorts are a good value for a good short. Jerseys I look for closeouts from name brands. Primal as some on a good close out sale right now and I've been happy with the quality of their wares.

Craft makes a seriously good kit. You can find prior season stuff at good to great prices. Prior season team kits can be found for real bargains.

I didn't read the entire thread, but did a word search for "performance" and got no hits.
I've found that the Performance brands of shorts and jerseys are a good value. Of course fit and taste varies with any individual, but I've used a lot of different brands of jerseys and bib shorts and found their house brands to be excellent, especially for the price.
Bib shorts: I have found their Elite and Ultra lines to be among my very favorites no matter what the price.
I use their minimalist skull caps every ride.
Jerseys - their house brand are an excellent value. They're kind of generic looking (which may be good!) but good materials and well designed.
For all of these things, they often have other name brands on sale for similar prices.

I know people often look down on Canari, but it's cheap and I've had no issues. In fact, my favorite jersey is a Canari and I pull it out way more than my pricey stuff. I also like Pearl Izumi and find it online on sale all the time. All the expensive racing kit I accumulated wasn't built to last and was not comfortable, so price does not always equal 'quality' by everyday standards.

How much should I be spending for quality good value cycling jersey/short?
China order like aliexpress or ebay have dirt cheap jersey, but durability and quality isn't the best. Next up is Nashbar/Performance sales, no frills basic and works. Notch up I think are Pearl izumi/Garneau/Castelli name brands, they offer wide range of products. Then lastly, Rapha, which seems people have a love/hate opinion being too expensive, but no one dispute them being high quality. The apple of cycling apparel?
When looking at cycling clothing what should I be looking at? What kind of fabric is used in cheap or higher end lines? Biggest reason I am looking for cycling kit is for the UV protection. Something rated UPF 40/50+. Been riding a lot this summer, and simple t-shirt ain't cutting it.

"Good value" to me is something like the Santic shorts on amazon, $20 +/-. https://www.amazon.com/gp/product/B00HPT7IF4 https://www.amazon.com/gp/product/B00CZ20CGS I tend to pay a little more for jerseys, but nothing extra for brand names. YMMV.
Are the women version not as good?

There are just fewer reviews. Probably no considerable difference in quality. Maybe women cyclists are just not crazy about black.

Performancebike had additional 30% off their already marked down clearance rack instore this past few weeks. Got half a dozen short/jersey for cheap, mostly under $20 each. (pearl izumi, loui garneau, Castelli , performance house brand). Not the exact color I wanted but close enough.

I have had a wide variety of brands of cycling gear. Most jerseys, gloves and socks are ok. Where I've fond some serious differences is in bib shorts. The only ones that have been consistently excellent for me are Assos. So, in terms of value, Assos are the ones for me.

I'm picky about my jerseys. Aerotech Designs makes bike jerseys in tall sizes. I like my jerseys to hang below the waist line. I can get a L-tall in Aerotech and it fits perfect. I order XL in Pearl Izumi and they are a little baggy in the shoulders, but comfortable.

Voler and Sugoi for jerseys & jackets. Just bought a couple of Voler base layers to try out, the season to wear them will soon be upon us, here in the upper Midwest.
Shorts, I was sold on Pearl Izumi running tight shorts, no pad/chamois. I bought several pair as they were being discontinued.

Aerotech makes fine clothing, but I need a medium, and the narrow leg band is way too tight on me. I can wear a medium in Bontranger as the legband is wide. If they made the band wider, Aerotech would be all I would buy.

9 times out of 10 I wear fruit of the loom boxer briefs and gym shorts and a cotton t shirt, but I do have one Nishiki jersey and one pair of Nishiki shorts. I save the jersey and bike shorts for when I'm riding just to ride and I'm planning on going more than 30 miles. Did a century (but only one so far) and the shorts were fine, with a generous application of Butt'r Cream.

Laugh if you want, but I got a matching jersey/bib shorts set from "Saibike" on AliExpress for just under $30 and it's actually very nice. Even if it falls apart in half the time as something from REI, it's 1/5 the price so it's still a bargain. So far, it fits great and works fine. (For fit, I ordered size M, which is my normal US size, and it fits perfectly.)

I'm a fan of DHB, the house brand from Wiggle and also sold through Chain Reaction. The Aeron and Aeron Speed kit I have is nicely constructed with functional fabric and pockets, and good if you like more of an aero/race fit (I do), though they offer less racey options. It's usually on sale during season changes, the Tour de France, and sometimes holidays.
The cheaper stuff I've used has been fine for shorter rides - like under an hour, or 20 miles. I reserve my cheaper stuff for short rides and longer rides tooling around town (often shorts under street clothes).

Agreed. In particular, the newest version of the Ultra bibs is really, really good. I have a few $150-$250 bibs and these ~$70 ones are honestly just as good.

Work up a good case of saddle sores or heat stroke and then ask yourself "What would I pay for a kit that would have helped me avoid this situation?"
