How much clearance does the 09 Capo have for tires? What's the max tire size it can use? Any way to install fenders?

Internal cable routing would be tits! Despite their looks, I bet those frames ride like rockets.

I don't think fenders will fit. And I don't think any tires wider than 25 will fit.

^for fenders you could probably use the SKS race blades

Even the 25s that ship with the bike rub the fork crown. That frame really needs 23s or 20s.

SKS race blades are ****. If you want a frame that can take fenders, the Kona Paddy Wagon is much more practical.
