Need help choosing the right color tape
Can anyone look at the striping on the bike and determine what color it is exactly? I need advice lol
(The red was from my older bikes color scheme and the dropbars were transferred over).

Since that is clearly some shade of blue you wouldn't want if you were trying to get actual blue bar tape I bet if you order "blue" bar tape from 5 different sellers from China on eBay one of them will be that color...lol.
In all seriousness, I've had trouble with getting the right color match when buying accent items online so I know how difficult it would be to identify that color. I think the only way you are going to get a good answer is if someone is already familiar with a particular line of tape that comes in that color. You might try going on amazon and just scouring through the bar tape options to see if any appear to be the same color. If you buy ones with free returns you can at least have the option to send them back if they don't match. If you filter by "prime" or "bought and sold by amazon" option then most of those should have free returns and if you have Amazon Prime you don't even have to worry about minimum order amounts.

You could go all-out-crazy & do carnation pink or lime green. Then get yellow tires to match.

I got under bar tape Gel pads from Fizik b you buy the package deal the tape is black ... red paint it looks fine..

I have that in the back of my mind. I am trying to get a color scheme here in case my bike gets lost in a crowd I can spot it. But yeah black is in the thought

I wouldn't worry too much about dirt from tire changes and maintenance getting on the bar tape. The newer tapes of the last ten or so years are much better at not holding on to filth. At least that's IMHO. I put some white tape on my bars several years ago expecting they'd be filthy nasty looking before half the year was out, however two years later it's surprisingly clean. I used Fizik's performance 3mm tape.
But you'll just have to look around. I'd try looking online at all the bar tape manufacturers and seeing what looks the best match on their website. As well look at local bike shops when ever you are near one.

Yep, mentioned in my reply that I do that. Coincidentally I also do the second thing you said and buy under tape gel pads separately. They are awesome btw and I’ll never go back to just a single layer of bar tape. I actually wrap my bars with my old tape first then wrap with the new tape and the gel pads underneath. I use the Planet Bike gel pads from Amazon.

First instinct is to pick orange. But on second thought, the blue that's already on the bike is "more or less" the accent. So two accents don't make a right.
If the frameset were already mostly blue, then the orange would work well. The white appears at the bottom of the forks, hardly significant.
I would continue with the blue accent as an extension and restatement of the frameset. However, the blue bar tape needs to be a very close match to the blue on the frameset.

White, so you earn cred when your mates see the grime that indicates how much you ride. OTOH, if too clean it works the opposite way.

Bright Aqua
is generally the trim color, so you have options.
From the color wheel, warmer gold and lighter browns would look nice.
A bright yellow complements an aqua trim.
Also, a light grey would be good.
