So a pursuit bike of some sort, with a Brooks saddle and rear brake a 62 ring and a threaded to thread less stem adaptor.

And $3 strapless toeclips. Now I know what the baby Jesus would ride.

Looks more like a 650 fork on a low end conversion. And you missed the rear only brake.

The top tube slopes seat to head tube. And I saw the brake, that's why I mentioned it.
