Radial spoking is probably the worst way to build those hubs. The flanges have been known to fail even on laced wheels:

Are those crossover brake levers, maybe ground down? The listing mentions bar end shifters, but I don't see them. Are they maybe twist grip shifters?

It's sold, anyway; just trying to figure out what I'm looking at.

grip - brake lever - thumb shifter - 2nd brake lever? I don't quite get it

my take is these are just some homebrew "honking rubbers" (as the Brits call 'em) made from cut down and smoothed over road levers, and perform no braking function, just a place to rest your mitts.

given those graphics my guess is this is a "Rossin-built" frame and probably sold by the Performance chain but wouldn't bet money (could be Basso-built). In any case a weird flat-bar conversion when coupled with those Campy Delta brakes and I think a bit over-priced (unless this weird build is just your personal perfect jam!).

That explains why it doesn't look like they would work. Still confused though, on drop bars "dummy levers" let you be "on the hoods" how does that work with these bars? Looks like they just take up space you might want to use?

Just another place for your hands to rest. The rider must have desired a bit more of an alternative stretched-out position and found that the taped bar alone wasn't comfortable enough. It would probably mimic the resting-on-the-hoods position of a drop bar, but with a wider surface.

I do get it, not quite that bad here but we get 10 of them all day long whenever anything happens in Gresham 7 mi East as the crow flies.

Can't imagine being in the POS celebrity flight path.

There was one of those Serota bike fitting stands on Albany NY CL in September for $150. Didn't sell.
You'd definitely need a big space to keep it

I think the hubs on the bike are Dura Ace 7100 (?) track hubs. Still interesting hubs....
