I have the exact same bike in the same colour, only a larger frame. It also does not have that seat, so mine might not be original. It has been sitting in my project pile for a while.There is good info on the bike on line. Unfortunately it is known for it's "death fork" as some forks have failed. In my research (done a while ago) I think there were two different forks and one is prone to failing at the steerer/fork crown junction. I have a steel fork I can put on mine if I need to.
I think it is an interesting bike with an equally interesting history.

I think Viscounts are as cool as anything, weird, and worth about what you paid. If I had room, I would keep it and make it rideable while keeping a close eye on the fork. Perhaps the fork was replaced during the recall. There is probably more value in parts than in the complete bike.

Yup...gave it the fork the ol’ magnet test...it stuck! It is the replacement! Aired up the tubulars tonight...here’s hoping they are still up tomorrow! Can’t wait to experience the “storied“ ride for myself!

yes you have the replacement chro-mo fork so no worries there. you have
the original Lambert brakes. they work about as well as Weinmann.
be advised: your BB spindle is NOT tapered. we used to modify an x-large
washer to place behind the crank arm to keep them tight when the crank arm bolts
bottomed out. also, the BB shell is not threaded so replacing is difficult
