I guess it depends on how #triggered you are by this gross negligence within spitting distance of your front door. LOL.
Trade it for that 27" wheel, wide tire gravel build you keep looking for.
On a side note, this thread has gotten me interested in old Trek 500-600 series steel builds. I used to work in a Trek shop in the '90's, and the nomenclature had totally changed by then. I think the 520 was one of the only bikes numbered below 700 by that time (maybe also a 420 or a 300-something?), and numbers 700 and up were then used for Hybrids. 800 series were MTB. Numbers in the hundreds were typically steel, and the thousands were aluminum or carbon fiber or composite.

Why it's always good to be on beer-drinking or job-sharing terms with your neighbors!
Also, with no fences between yards (here in the 'burbs), neighbors can be quite communal about sharing their yard clean-up efforts across the property lines, and I've had neighbors bring me bikes, lumber, hardware-store gift certificates Vodka and frozen game meat in return for my own efforts. I don't have a gas-powered leaf blower, so neighbor-to-the-west blows off the entire hillside whenever he fires his up, and I in return keep the easement free of ground fuel using my mulching mower.
I keep an eye out for anyone having difficulty with their car, and am quick to run out with my battery charger ..or help push/roll their car to more-level ground (where their low-on-gas vehicle might then actually start!), whatever is needed.
It just kicks ass knowing that your neighbors will have your back.

On my block I went out to say high to a neighbor and came back with a team miyata and this is what most of the block is like. but people vary, there are about 50 house in what we call the street.....80% participate in the things we do like Fourth of July parties, TGIF parties on lawns or backyards in the summer, progressive Chritmas party......and the other 20% 10% just don want to and the other 10% you never see except a car driving by once in a while...... it is a wide and wierd world

A couple of years ago, one of my neighbor's trees went down during a Friday night winter storm. One of the branches took out a 2nd story skylight and went through his roof. The neighbors had left Friday morning for the weekend. We had 10 inches of snow forecast for Saturday night. The wife and I looked at it through the day hoping to see the neighbors pull up because of the forecast. They hadn't come back by 3. I pulled out a ladder and went to work. I cleared the branch out and nailed a tarp down over the damaged area. The neighbors got back around 7. We got the 10 inches of snow plus a cold spell. The snow didn't melt from the roofs for a week or two. About 2 weeks later the neighbors came over with a bottle of wine and a gift certificate to a nice restaurant. You do what what you have to and it benefits everyone.

Paint or take a photograph of the bike as it sits in their bushes, mount it in a frame, then hang the picture of that bike in your yard so they can sort of notice it. Then just wait.

A few years ago I spotted this Bridgestone 400 on the top of the heap in a scrapper's truck. After knocking on a few doors and getting absolutely no response from anyone, I left a note under the wiper offering to buy it and left.
The next day the truck was cleaned out, with a greasy smudge where the appliances were. I never heard back from the scrapper, but I don't regret leaving the bike. Some things just aren't worth the possible consequences.

OP- Being the bike was in the bushes of the neighbors yard or property, you really have no business on taking it... regardless. Could be a gold plated Colnago or rusty heap Huffy, the possibility of being charged with theft is unlikely but would never rule it out.
Now if its at the curb and or easement during garbage pickup day, you have a good case of claiming. Same as when the vultures circle during evictions governed by a county sheriff. If its at the curb, well then...
Not wanting to think much more of this particular matter, but some like old bikes as lawn ornaments. If these neighbors think this is in good taste, good lord!
