To make it look cleaner..... maybe black cables but certainly cable clamps instead of zip ties https://www.amazon.com/Fityle-Classi...ateway&sr=8-18

Yeah, I'd say that this bike has enough collectible/vintage interest that materially changing it would be a downgrade. Made in St. Louis in the 1960s I believe.
My vote is to fix it up to work as designed. Nothing wrong with 3 speeds. A lot better than fixies, especially if the bike is locked into the wrong single speed.

How much money does the OP have wrapped up in this bike now? That's the most he can lose on this deal until he tries to fix it.

I was suggesting that the OP try to fix it as is, rather than spend a lot of money modifying it by changing out hubs and such. Get everything running like it should and if he doesn't like it, he can then change it to a fixie.

I have a whopping $20 invested so far, once the pin for the hub arrives add another $6 or 7. The 3 speed should function properly then. It does need tires and a couple adjustments, brake pads etcetera...
Ordered stainless steel clamps for brake cable so add $4
For this type of bike I take it these would be a good brake pad replacement:

Always nice to find out you have inferior equipment! LOL If that hub goes....well see. Actually, if someones had it apart enough to lose the pin maybe it already had broken.

If the bike rides nicely, you could always relace Sturmey Archer S-RF3 (about 90 bucks new) into the wheel and have a modern and more reliable setup. Or, find a 3sp wheel at a coop for even less.

Don't fret, Adjust the shifter when you get the rod, it will probably outlast you if you don't thrash it.
The one my Indi Australia bike came off an old Indi 500 ladies bike that didn't do any work, it's a nice comfortable ride, good to use.

Let's be clear, I am not going to sink a bunch of moola into this bike. Should the rear hub fail I will do what I can but I most likely won't purchase a new hub and go through all that stuff. I have a track bike I want to focus my energy and finances too. This was picked up for a leisurely ride with the wife.
It's not that I don't want too, but I am limited in my $$$.

I did'nt get the wrong bike, I like the bike just fine. Its just I don't have extra bucks to throw at it, and storage is an issue when you live in an apartment.

If the hub fails you go to someplace like this and pick up a dime a dozen used SA 3 speed hub wheel and shifter and just replace it.
