I'm 189cm tall and 90cm leg length. Is a frame size of 62 ok?

The bike is an SCO City High.

Maybe? But just keep in mind its not that simple. Frame size is only part of the equation.. Its also necessary to get the right seat and stem height and adjustment to be comfortable on your bike, especially over time.

It's part of the equation. Might as well get the basics right before adjusting the rest of the bike.

that sounds like a nice big bike which is what you should get. but yeah, go ride it & be sure you can straddle that top bar w/ 5cms between your private parts & the top tube while standing flat footed. I have 1 bike that's a tad big for me but it works OK for me. I could have gone 1 size smaller, but I got it used for a good price

I actually like to go a smaller on my commuting bikes, to increase agility over the shorter, much busier distances involved in getting to work as opposed to cranking out rural miles on the road bike.

I'm 185cm with 88cm inseam and ride a 60cm frame. It fits me well, although I'd wish for a couple cm more standover room, just to feel more comfortable, but it doesn't bother me much. So it is quite probable that 62 cm might fit you, but the only way to know for sure is to try it on. If in doubt, it's always better to err on the small side, as you probably could adjust the fit with longer stem, saddle offset etc.

189cm ~= 6'2"

62cm should be fine. I am 195cm (~6'5") and I find many 62cm bikes feel a wee bit small.

I can't try on the bike as it is bought online from a big supermarket chain(Bilka) without a dedicated bike department, but the price is very good.
