Question about painting a bike frame
After youve put primer on the frame, do you have to sandpaper the frame or is it ok to apply paint straight after the primer?

Depends.
There are all different kinds of primer and paints. Some it depends on the time between coats.
But typically you do lightly sand with a very fine grit. Especially if you are wanting a very smooth finish. But if you are still a lousy painter with a spray gun, it probably doesn't matter. You'll be re-doing it several times anyhow.

The point of sanding between coats of primer and sanding primer before the color coat is to find and remove imperfections. The smoother the underlayment, the smoother the color coat and the prettier it will be in final form.

Tack rags are helpful. You can find them at paint stores. Wipe the frame with them to get all the fine dust and particulate off before you apply paint.

Any paint that's not a 2-part urethane won't hold up very well. A frame can be painted to look very nice with lacquer primer and lacquer spray cans, but it will chip easily.
Lacquer and urethane primers can be sanded, but other types, probably not. A true 2-part epoxy primer can also be sanded, but only after a few days and then only wet. Read the manufacturer's instructions.
