Drops to Bullhorns conversion

I have an "old" 8/3spd Road bike that I want to convert from drop bars to Bullhorn bars. I want to replace the brifters for shifters and brake levers.
The bars seems simple but stuck on if its better to go with barend shifters or barend brake levers.

Shifters: friction (stem mount or flat), indexed MTB and barends.
Brakes: Barends, flat bar mount.

If I went with barend shifters I could butt up clamp on brake levers to the shifters

Budget is ~ $150. Any opinions/experience on how to do this would be great.

maybe thumb shifters and then your brake lever choice is open

bar end shifting and band clamp brake levers (so no pinch bolt at the top, end..
