Mate, it doesn't matter which base grade, el-cheapo frame you buy as long as it fits. Save more and worry less.

I'd rather have a green bike than a white one
it's also smaller and therefore lighter which is very important when picking your bottom of the barrel fixed gear frame

Neither. They are both overpriced and very low quality. I own a Vilano frameset, and it is fairly light, but the quality is terrible.

OP should also know that buying a frameset and building it up is only a cost effective thing to do if you already own all the parts. Buying a cheap frame and cheap parts is pretty much a waste of money. In the case of these two frames there is basically no reason anyone should ever purchase them because the only people for whom it would be cost effective probably have better options in terms of finding something used. Get a complete bike.

Do you already have all the parts? If you don't have all the parts then a $300 Kilo tt complete is going to be a hell of a lot cheaper and better than whatever you are planning with those frames.

They're even cheaper on craigslist provided you're patient enough for someone to try and not like fixed gear and then cash out to recoup their losses.

Unless you have a donor bike where everything will transfer over, its going to be much more expensive to build it yourself. even so you have to consider the little stuff like new cables, cable housings, brake pads, tubes, etc.
If your budget is really that tight, and your dead set on building it yourself. then based PURELY on costs, i would go the the Vilano seeing as it comes with a fork, bottom bracket, and headset.

sure the vilano comes with a bb, but it might not work with whatever cranks you choose. and it doesnt even say what size seatpost it takes. i wouldnt mess with it.
