I imagine you're gonna get some flaming on this one, so let me start off with some (hopefully) not too harsh comments...
- The color scheme is not good
- Needs grips that aren't ripped through
- The lacing on that front wheel is... not aesthetically pleasing
- Mismatched tires and rims
On the plus side, the components are decent - messenger cranks, B43 and deep V Velocity rims, classic Concor (I think) saddle. Also, the frame looks to be of decent quality based on the track ends.
Are you asking because you're looking at buying it? If so, what's the seller asking?

It's a snowflake lace, done for looks. Or possibly as a way of building a wheel despite not having the right spoke length available.
As with any wheel, It's more about the build quality than the pattern.
Done right, there's no immediate risk to using a wheel like that.
Anyhow, they're harder to build, so the risk of getting a poorly built one is greater.

I'm with Jeremy on this bike.
I personally wouldn't buy, might even ride but it's not appealing to me but that has nothing to do with if you like bike. I you like it, fine! YOU the final authority on whether your ride this bike or not. To each his own!

minus the weird stickers on it, it looks pretty decent. the components on it are pretty bomb proof (including the snow flake laced front wheel), the geometry looks decent and that looks like a cetma rack.
judging from the geometry and dropouts, it almost looks like an njs frame. is it?

I don't like the front wheel. The spoke pattern or the purple and the seat is too high.
