This is very interesting. Based on the presence of the chainstay mounted U-brake, I assume the lead '3' in the serial number is a partially stamped '8'. The 1988 Topanga did use the U-brake but was replaced by cantilevers for 1989. However, this is not the 1988 decal style and, outside of the U-brake, is not the 1988 component mix. The decal style and SunTour XCM crankset and derailleurs are 1989 spec. The mix of a 1988 U-brake and 1989 decals and XCM components indicate the possibility of a non-catalogued,1988-1989 crossover model.

Holy cow ur so smart I was wondering way my bike looked nice but it looked like the one in the 89 catalog? I have a picture of the serial number u think I should call the property dept and put that number? 8 instead of the first 3?

Diamond back ?

My serial number is f4084699 can't find anything on the serial number but I found an 1984 ama no.1 looks just like the one I have and same stickers but other than that I'm clueless anyone with a small idea or know anything please lmk

Your frame was manufactured by Fairly of Taiwan, during August of 1984. The August to September period is when manufacturers typically start building the new models, so it could be a 1985 model.
