What's the purpose of those short front fenders on the Gloria and the Thanet?

I think those are for flat prevention, they sweep foreign objects off the tire before they come back around and get jabbed all the way in. I like your idea of the true tester, though, could be made to trigger some kind of alarm, or a big blinking "FALSE" indicator.

I believe it is an oiler on the Gloria. The things that touch the tires are wheel scrapers. Sometimes something gets stuck on the tire but doesn't puncture it until it's been there a while so the scrapers flick those things off.
