Is there a circlip / snap ring or something, holding in a bearing or something ?

First I'd treat it like a quill stem. Loosen the top bolt a few turns but don't remove it. Tap it down (maybe leave the Allen key in and tap that). If it moves, the stem is now loose.

Is there a bolt under the cap?

That would be the quill stem bolt- do what andrewclaus says above.

& probably remove the exposed allen bolt as well to disconnect the stem from the fork.

Man- they come up with some complicated ****!

Here's a link to a page with a patent drawing of this set up - It's called a "Monoblade" fork -
I can't get just the image out - It won't let me do it, so that's all I got.

Anyway, it looks like there's a hollow axle of some kind that passes through a couple bearings -
Probably held in by that allen bolt you removed.
If you can't find a way to get that tube out of the bearings, then I don't know .........

PS - Why is it that the French have to make things so mechanically difficult ?

Good job finding that. From the image on page 6, it appears the visible countersunk Allen bolt is a "normal" quill stem bolt after all, and the abnormal headset is accessible after removing the abnormal stem.

There's usually a workaround to view embedded images, including that Issuu site:
  • Click on the browser's "view source" option.
  • Search (usually Ctrl-F) for image files, usually jp* for jpgs or jpegs. Sometimes PNG.
  • Right click to view in a separate window or tab.
  • Link to or download the image for future reference.
