i have removed the freewheel from a couple hubs using a rim laced to the drive side flange using old brake cables for spokes. It's basically the same as using spokes, just easier to get the cable through the spoke holes.

I think I understand. You lace the hub with the cable, so the cable head is on the inside of the hub flange, then thread the open end of the cable through the spoke hole in the rim...but how do you secure the cable end at the rim?

Right, good question! I have a Bell Systems crimper the right size to crimp a spoke to a cable. So I thread my cable back and forth from rim to hub and back, as many times as it goes, then crimp a nipple to its end. Doesn't have to be a new nipple. Obviously you want to try to get the tension somewhat even, but don't worry about it-- when you start turning the rim the cable will shift around to even out the tension.
I've done this using a small rim, 16” or 20”, so one cable is enough.
