Quill stem fabrication?
I have noticed that the 31.8mm quill stem is not very popular. I would think enough people out there want to keep their old bike alive but want a more modern fit handlebar.
I have some ideas on how to make a simple jig and braze weld a new quill stem for my bikes. The question I have is what do I do for the clamp? I would like it to have a removable faceplate so a Jones bar or similar is able to be used.
I have Google the crap out if this but I'm not satisfied with my findings.

People have fabricated removable plates. Paragon has parts for removable plates. They aren't cheap, but they are really nice https://www.paragonmachineworks.com/...em-plates.html

I think you could also braze, say 4 of these seatpost binder bosses onto it, then cut and finish.

If I was doing it, I'd play with the angles a bit, so the faceplate might be tucked underneath a bit.

I wish you well and concur that there is a real need for options in a quill stem for 1” forks that offers a removable face plate to accommodate 31.8 bars. The few that are out there don’t really have the look that we’re after.
The old Syncros stems were really cool and came with a version with a piano hinged, drop down handlebar clamp that has a great look. Unfortunately, they aren’t made any more.

It is unclear if Llewellyn will sell bare lugs or not. They used to be carried by several vendors, but now are disappearing.

Unfortunately most of them are threadless, and don't have a removable faceplate.
Nonetheless, it gives an idea of what might be possible.
Nitto, and perhaps a few others still work in steel.

Nova has the Llewellyn stem kits. I thought someone in the U.S. carried the Allotec or Long Shen kits, but I'm not seeing them
I have one of the Llewellyn stems on my travel bike. It's pretty nice. I wish they didn't have windows in them though
I'm pretty sure you have to bore a tube to get the right size for 31.8 handlebars.

Hinged face plates are an old idea, not common with one offs as the machining is more involved then just having another (pair) of binders and slicing through the clamp. I've used a few quill stem kits and also made my own quills. Not hard to do either, one can source the top cap and bolt/wedge from an old stem. An adjustable reamer does a good enough job at sizing the bar clamp ID.. Last tidbit if making your own quill. It's OD needs to be slightly less then that of the steerer ID to allow for any paint or plating as well as a easy sliding fit. Andy
