I had a friend who was a sergeant in the Toronto Police Force (Canada) and he told me that one of the greatest mistakes in policing was the removal of beat police who often were able to talk to someone BEFORE that person committed a crime. It was because the beat officer got to know the people on his beat and could often tell if things were getting bad enough that the person was considering doing a crime.

I think of beat officers and bicycle officers as being proactive instead of reactive.

That was one of the major ideas behind community policing-getting them out of the cars and back into the neighborhood. It's great if you're good about which officers get this kind of duty, not so great if it's someone with not-so-great interpersonal skills. If you combine inappropriate personnel with the "broken windows" enforce everything fad of a few years ago, it becomes a recipe for escalating minor situations into violent confrontation.
