With the Fork out of the bike, from the base where the bottom bearing race sits to the top of the tube.
If fork is on the bike, you can get a good estimate with a flexible tape measure. Err on the side of caution and estimate a little longer.
Last time I estimated wrong, and cut one incorrectly and tried to glue it back, it didn't work real well.
