So his velocity over 18 seconds is just 20 mph, if his acceleration is constant. It makes him the best at something, but not the "fastest" cyclist IMO. Although he may well be the fastest cyclist.
You need to go a certain speed (relative to the surface you're biking on) for a given time or distance.

According to the criteria, it would be the cyclist behind the draft car at 183 mph. Until someone can invent a velodrome in a vacuum.

At least at the start, those track bike seem a lot slower than the roadies starting.
I mean, if a fixed gear is faster - why do all the crit guys start out shifting?

I think they need lower gears so that they're kind of moving while they get their clipless clicked in. At least that's what it looks like - I'm not as shifty as most of you guys so I can't say for sure.

The TT starts are always shifting and they are held. You can hear it in the TdF starts too.

Sure. It will take two on a tandem, four on a quad. Does anyone break a chain? They come off when the pins are not set, but the rollers and side plates don't break by what a cyclist can do.

But I don't know if that's a real answer. Track cyclists lift weights to compensate for their lack of gears, specifically for starting in the wrong gear.

Could be argued that an individual time trial is the best measure of how "fast" a rider is, but there are so many "it depends" things. The fastest rider in a 200m sprint is not the fastest rider over 1km is not the fastest rider over 4km is not the fastest rider over 10km is not the fastest rider over 40km, etc. Cycling is so specialized into distinct disciplines that the idea of one fastest rider doesn't really carry.

Hmm... if we're going by the points classification type of evaluation for fastest, yeah, Sagan is probably the current fastest.
But that also boosts Erik Zabel way up on the all time fastest scale. He dominated or was in the top three for, what, 12 years? Pretty phenomenal.
