8k-9k is about the time I've noticed most rim brakes needing attention for standard material wheels. To go beyond that & not have need to have done anything up to that point, especially with carbon, seems like a reliable maintenance span.

I'd push my dealer if I were you. I've had great experience with Giant warranties, and I credit having a great LBS going to bat for me.

FWIW, I have the same wheels from late 2015 (2016 model Propel). They're pushing 40K miles at this point and still look and function great. They shouldn't be delaminating.

The OP created a bf account a few days ago just to create this thread...And has not posted to any other threads, nor been back to this one, since the day the thread was created.

I am glad that more people are riding now, and some have joined bf...But this BS is ridiculous.

He's probably had second thoughts, may be a little embarrassed. He got pretty limited support for his notion that Giant might owe him something beyond the warranty.

I would still take it to small claims court. I believe there is such a thing as ------implied warranty. When you buy something, you assume it isnt just going to fall apart.
