Also, as stated from prior conversation on this thread. The entire bike under the paint seems to have a high end chrome finish. Based on what I can see from a few minor scratches through the paint.

Thank-you for the S/N. It confirms a 1987 model manufactured in Japan during January. While the identity of the manufacturer in unknown to me, they contract manufactured for a number a different brands but are perhaps best known as being Bianchi's prime Japanese source during the 1980s.

Regarding the chrome finish under the paint, it is unlikely to be high grade, show quality. Typically, manufacturers would not take the time (and expense) to polish areas that would be hidden under the paint. Also, the polishing removes the fine scratches that enhance paint adhesion. Once stripped of the paint, there is generally a prominent demarcation between the polished and non-polished areas. Some owners can live with this, while others find it intolerable.
