Maybe the dog "owns" bigfoot... as a seeing eye helper.

Actual crosswalks painted on roads would be a better idea.

Count the actual crosswalks.
Count the painted crosswalks.

(Count the miles of roads without paint. Count the miles of roads with centerlines, curblines, anylines.)

Are we really dumbing down the rules of the road where nobody can figure out what to do without paint?

No, it's always been that way. Signs decrease confusion, if properly designed.

“Yield to pedestrians in crosswalk”

Properly designed, should such a sign be at every painted crosswalk, or every unpainted crosswalk, or both?

I don't know, I'm not a traffic sign designer.

The sign in the OP says Every intersection IS a crosswalk.

I don't see the need for signs like "Every intersection is a crosswalk". With a few exceptions, such as "Traffic need to yield to pedestrians in crosswalk", pedestrians need to yield to traffic that is not under signage or signal control.

That sign is an accurate statement of Oregon law. Unless there is a traffic light, the pedestrian always has the ROW at an intersection.

I don't get your point. That's an accurate statement of Oregon law, so it's informing drivers that the lack of paint is irrelevant. If they don't have a green light, they have to yield to the pedestrian at any intersection, paint or no paint.

Why we're discussing this sign on a cycling forum is another matter.

I'm curious how that is applied with highways, not interstates, but regular 2 lane highways.

Intersections are designed for motor vehicles, and although designs for safe crosswalks can be integrated, they don't reliably manage the hazards of turning vehicles. Left turning motorists are focused mainly on on-coming traffic, while right turning motorists are often looking the wrong way. Mid-block signaled intersections are a solution to this. Eliminating the right-on-red laws would be another step in the right direction.

A quick glance at available stats show Oregon have reduced pedestrian fatalities in recent years so perhaps the signs had something to do with it.
