Rusty Peugeot?
This is a hot mess, but it's near me and priced at $40. The frame is a little big for me and I can't imagine it's worth rehabbing, but I'm wondering if the cranks and levers in particular might be worth nabbing. I figure the frame might make a good fixie for someone a little taller than me.

That doesn't look too much worse than my recent Peugeot acquisition, for close to the same price. I'd nab it.

I think it's worth rehabbing. You'd be surprised how far a few hours of cleaning, etc, can go to change your mind on a bike's condition. The biggest factor for me when making rehab decisions is the condition of the wheelset. If they're in restorable shape, no pitted chrome, the bike's usually worth the cost of restoration.

Any ONE of the components mentioned thus far could return more than the purchase price for the entire cycle.

Concur with the others, I'd nab it for $40 for the parts. The weird thing is that this looks to be a low end Pug--UO 9 or 10 given the stamped rear drop outs--but with higher end parts than came stock on the bike.

The parts that are worth $40 easily for their value are really good parts (but far less on the market) are the brake calipers. That bike looks to be low mileage and I am guessing the pivots are in very good condition. Those Mafac Racers are my first choice for winter bike front calipers. (Two bikes worth here. Just go to a hardware store and pick up an ordinary bolt to turn the rear into a front.)
My joke over the past several decades is that you can get a good like-new pair of those Mafac calipers anywhere in the US for $50. Drawback is that you have to remove and dispose of the UO-8 attached. It's getting less funny. People now value those bikes. But yo get to do it for $40. Jump on it!
