Heart rate training for Time trial

Heart rate training for Time trial
HI guys,
I would like to start training for a time trial next year 2012. I am located in frigid Canada so I will be indoor from November until probably March-APril and weight traiing.
My question is easy:
Is it possible to create a good training plan based only on heart rate monitoring (no power meter) for such an event?
Also, if the answer is yes, Do you know a heart-rate based training program that I could chew on.

A good start would be to read Joe Friel's 'Training Bible'. He uses either power or HR.
One other suggestion would be to use a fluid trainer like a Kurt Kinetics. You can get a reasonable estimate of power from trainer speed.

Friel is very good. Also look into Chris Carmichael's 'The ultimate Ride'. Their both periodization based. I find CC's more narrow training zones more appealing, but I think Friel's LTHR (lactate threshold heart rate) field test is a better representaion of a true LTHR vs CC's field test. Good Luck.
