The serial number appears to be GN00C442, though I'm not sure if the 5th character is a 'C' or another 'zero' which is partially stamped. If the latter, the format is consistent with a Giant frame manufactured in the middle of a year ending in zero (i.e 1990, 2000). If it's a 'C', I'm not sure what the format actually means.

I'm confused as to whether this piece of bike is worth it for me to buy. if you think it is better to buy or not. this is another photo

The last set of photos is for two different bicycles. If you're still referring to the black frame, it's bottom of the line based on the kickstand plate and likely hi-tensile steel. Building it into a bicycle would cost more than the completed value of the bicycle, unless you already have all the necessary parts and got them for next to nothing.

Sorry, I can't identify the manufacturer but it was probably manufactured in late 1989 based on the serial number and frame characteristics. The top tube gear cable routing in conjunction with a pulley at the bottom of the seat tube (to redirect the front derailleur cable) were popular around this time. Given the features and apparent era, it's likely at least mid-range.
