Possibly a 1991 Schwinn High Plains? Note long chain stays with massive clearance to seat tube, lugged construction, concave seat stay caps, absence of rear brake bridge with cable stop and absence of seat stay eyelets for rack despite dual eyelets on rear dropout.

looking at schwinn catalogs, the 91 wasn't lugged (tho the bike pictured is?), however the 1990 high plains looks like a match!

Are the seatstays curved though?

Edit: Wharf Rat's photo makes it clear that they are.

The 1991 Schwinn catalogue clearly shows the High Plains to be lugged and even mentions it in the text. The serial number for the OP's bicycle indicates that the frame was built in October 1990, which is late enough to be for the 1991 model year.
