Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Saddle to bar drop has more to do with flexibility than static measurements

at least 19cm.

The true answer is the amount that allows you to still be comfortable and produce power.

You should always err on the side of less drop.

Not enough drop, bend your elbows and get low when you want to go fast.

Too much drop and it's alwys going to suck.

I think it depends more on your fitness level and core strength than your flexibility (except if your flexibility is really terrible).

My flexibility is not good, but my seat is up about 4 inches or so (I am 5'9) and I am very comfortable in the drops most of the time, almost always on flat rides. This has a lot to do with how you feel most comfortable.
