The best way to get a French bike project
First buy and collect a bunch of nice french stuff over the course of a couple of years
Then just buy a bike with most of it already on there.
Then try and find time to work on it
I just picked this up today after talking to the owner several months ago. Its a Royal Asport "Tour de france" model like most french bikes of the period. It was upgraded a couple of times with 700C Mavics and the Suntour rear derailleur.

Very nice! An Idéale saddle, some Lyotard's with toe clips and you're good to go.
