At one point in history there was a big controversy over urban plumbers using bicycles - those who didn't claimed it was unfair competition to be able to get around to so many buildings so readily.

That said, it doesn't look like the box is lockable, which may say something about what it contained or where it was used.

I wish I knew. That fork and trunk make me think 1910 to 1930, but I can't find anything to support that.
