Peugeot Bike?
What Peugeot model is this? I assumed it was a PX-10, but I am not sure.

It's definitely a PA 10. It has the Peugeot high tensile steel frame and fork, the forged Simplex rear dropouts and the PA specific Prugnat lugs as well as the expected steel crankset.

If it’s your size and cheap, grab it. It has the same geometry as the PX-10 and PR-10 and looks like a big enough frame to ride well even though it’s non-descript tubing. This will be exhibit A to support the statement, “The French have a way with gaspipe.”

The bike is listed at $75 which seems overpriced. What should I try to pay for this bike?

Really, there's not a book value of medium quality partial bikes. Pay what you want to get a project or parts.

The PA-10 was Peugeot's amateur racing model in the late 60's to early 70's. They were made with several different types of lugs. These were Bocama lugs. Some of the early PA-10s were all white.
Gitane had their Interclub amateur racing model as did many of the other French marques: racing geometry with cheap sewups and mostly steel components. Those bikes weighed in at about 24 Lbs.
Somewhere there's a Kia calling for that bike! Transmogrification....
