I see your point, but, what do you need to know more than the number of servings, or caplets/tablets, that are in the container? It clearly states 62 servings. Was the rest of the container packed with cotton, or similar filler, and moisture inhibitor packet? I believe pretty much all OTC packaging is like that.

Be sure to read the weight. It’s 8.7oz. It’s not based on volume.
But those filling machines aren’t perfect. You might have gotten the bottle from the end of the batch and it didn’t get kicked off the line.

It seems like quite a lot of stuff is in oversize containers these days. But if the contents is the 8.7ounces (248 grams) that is specified on the label I'm not sure what your gripe is.
Did you miss out on the griping several decades ago on when some manufacturer's started putting sugar in four pound bags instead of five pound bags, yet the price drop wasn't enough to cover the missing 1 lb of sugar.
Or when Alka-Seltzer suddenly told everyone to use two tablets instead of one almost 70 years ago. And no difference in the tablet potency. But it did almost double their sales revenue.

Also, the label says "prebiotic", so I think the idea is that these are fibers that have been around since just before the origin of life.

Please provide your observations of the equivalent products packaged by all other manufacturers. Otherwise I'm giving CVS the benefit of the doubt.
Also, the nature of these powdered products makes them fluff up when they're packaged (using air-conveyors), and then there's a lot of settling. I see this with Hammer Nutrition drink mixes for my bike bottles.
