Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

I have several Fulcrum Wheels. Currently I run 1's, 3's and 7's on a few of my cycles.

The Fulcrum 1's are beyond a doubt one of my favorite wheel sets.

However I find these to be very inexpensive, though that is very subjective.

24h rear and "won't break" are not consistent goals. How much do you weigh, and why do you care about 4 spokes on the rear?

24h triplet rear is stronger than a conventional 24h rear, but even that has its limits.

you can get a 27h rear from falcrum, since it's also a triplet pattern.

but there's no way you can get a 26h wheel.

Any particular reason you set the limit at 26? As for cheap, the Forte Titans are very cheap and hold up well for people at least up to 180 lb.

Strong, light, cheap - pick any two.

Agreed, but with the requirement "won't break," I don't think triplet is the answer.

Neuvation M28. $200 a set, 16/20 bladed spokes.

If you're under 180-200 lbs, should be strong enough. Over that, and you'd be pushing it. At 210 +/- a few, my Neuvation M28 rear wheel lasted about 4,000 miles. The rim was fine, the hub was fine, but the spokes and nipples had started failing so I sold it to a lighter rider who rebuilt it.

I would say no to the Neuvations. I've broken 2 of them.

Neuvation, Fuzion wheels if you are on a budget. Never had a problem with Neuvations and two people that I know of have never had problems at over 2k miles.

You can also check Psimet wheels...hand built to your needs.
