Women's Lightweight Rain Jacket

My GF needs to get a rain jacket for an upcoming bike ride in Colorado. They are requiring everyone to carry rain gear at all times. I assume it is for the frequent thunder showers they get there in summer.

Any suggestions on anything that is reasonably waterproof and fits nicely in a back jersey pocket?

Hight visibility color is a must and not too expensive (~$100 or less) since we don't typically ride in the rain around here.

I remember it raining most days from 3 pm until about 3:10 pm when I was in Colorado.

I've got an Arc'teryx Accelero. Fantastic cycling jacket. It's wind and water resistant, but not -proof. It can be had for about $85. What I like about it is that this jacket breathes really well, so I don't overheat in the spring and fall. It'll soak through after a while, though, if you're out in a downpour.

If it's a real storm and I know I'll be out in the rain for a long time, I use something heavier, but this is just fine for short showers, and it fits in my (XS) pockets. It's fine as a wind jacket for descents too - it has underarm vents, so it doesn't get too horribly sweaty.
