Scooper, Stan, will weigh in, and amaze you with his Schwinn knowledge. I want to say 1988 LeTour, but the aero levers are throwing me off.

Well, paint and decals look like the catalog picture of a 1988 Le Tour:

But it also looks like 1989 was the first year for aero levers on this model:

Manufactures frequently paint and equip bike different from their catalogs, plus this could be an end-of-year 1988 frame with first-of-the-year1989 levers. Or replacement levers.
Regardless of which year, this was a pretty solid mid-level bike, with a chrome-molly frame and all alloy components:

The Internet says these were either built in Japan by Panasonic or in the Schwinn Greenville MS plant.
If you want a bike you can fix up yourself and have a good rider for a low price, yes.
If you want a collectible bike, I’m thinking no.
If you want a flippable bike, someone else here will have to tell you.

That is a project. If you don't have the knowledge, skills and tools to do all the work to fix it up yourself it is a real money pit. The rear wheel loks like a basic off the shelf replacement clincher rim.

If your going to fix it up as a rider for yourself......you have the tools, spare parts and some love, you could probably invest another $50 in consumables and have a decent rider. I think it could clean up pretty well given that the wheels are true and the stem and seat post are not seized. That said.......overhauled and ready to ride it's a $150 bike. The flippers probably would have scooped it up by now at about half the asking price.
