that's just looks like a old school rebadged dahon from the 80's nothing else special about it.

Raleigh was selling a bike like this in the late 90s..named a Rudge ..so were Ridgeback..Ridgeback Tailwind..
I had one..heavy and horrible..

What are the vertical bars for?

For better stiffness in the frame?

They were the locking mechanism for the folding main hinge. You can see a small safety catch at the bottom right..near the bottom bracket..
