88 Voyageur - Chrome under the paint???

Does anyone know if the 83 to 89 Voyageurs were chrome plated before painting, like the World Voyageur, Voyager II, and Voyageur 11.8 were.

The right canti stud needs replaced and I would like to know so I can tell the guy repairing it. I did not not notice any chrome under the green paint when I touched up some scratches.

I'm pretty sure the one I used to have was not chrome plated.

I'm still working on it. Slowly. I put a Campagnolo triple on it- and THAT BB is grindy too... Must be something about that bike.
