integrated handlebar/stem measurements

I'm looking at possibly replacing my alloy stem and handlebars with an integrated handlebar/stem. The one I'm looking at is advertised as 39/42 90cm. I know the 90cm is the length of the stem, but what are the measurements of the 39/42 referring to?

Sounds like a flared bar where the tops are 39cm and the bottom of the drops are 42cm wide.

You also need to find out if the maker measures center to center or outside width.

Key point. The difference in measuring points is equal to 2cm of bar width. Just another example of where there should be standards but there aren't.
