New Pendleton Access Rules?

Found the IPA guy. Breakwater can't hold a candle to Bagby. Been there 3 times; a weird sour-milk smell the first time, and their pils/blond had been in the keg too long and had that cardboardy-glue aftertaste. Now you say they're grumpy about bikes? Strike three.
Bagby is not cheap, but I've never had a stale one after dozens of growler fills. Even their IPAs are excellent. And the only thing I've heard from them about my bike is compliments.

I like the food better at Breakwater too. It makes the other hassles almost tolerable.

Those of us that want base passes should meet at the Oceanside visitor center, get our passes and then do a S.D. county brewery cruise to settle who has the best beer.

^hint...it would entail more than north county sd, a lot of vacation time from work and a hella hall-pass from the so's/dp's...
at this point...you could do 3 separate beer rides...a north county coastal/hwy 78 corridor ride. a kearny mesa/miramar ride, and a dtown/north park ride.
all would definitely be worthy. you could even add on an east county/cuyamaca/laguna ride hitting alpine brewing co on the way back (just not on mons)
for extra credit.

- ^as i understand it, green flash bought alpine a few years ago which enabled alpine to ramp up production. green flash ran into financial difficulties related to an east coast expansion. both companies are apparently controlled by some private equity firm now that has looked to concentrate green flash's focus back to the west coast. haven't noticed a drop in alpine brewing co products availability in bottle, can or tap. and the brewpub in alpine off aptly-named tavern road was going strong on my last visit a month ago.

Camp Pendleton is currently transitioning from one base access system to
another. The old system will be used through September to give base visitors
time to register to DBIDS. Cyclists who are currently accessing the base
via the old system will be able to continue to do so until September 30th.
New cyclists, or cyclists whose old registration expires will be required to
register for DBIDS.
To register for a DBIDS bicycle pass, individuals will need to go to the
Main/Vandegrift Boulevard visitors center and are required to show an
acceptable identity source document such as a valid government issued photo
ID (I.E. Real ID ACT compliant driver's license, state identification card,
or passport) to establish their identity and submit to a criminal background
check as well as having their photograph and fingerprint taken.
The visitor's center hours are Monday to Friday, from 7:30 a.m. to 3:30 p.m.
Bicycle passes will be valid for one year and will be restricted to bicycle
access; any attempt to enter the base in a motor vehicle with a bike pass
will be turned around. Recreational cyclists may not sponsor another adult
cyclist. Adult cyclists may be accompanied by minors for whom they are
directly responsible.
The cycling route through Camp Pendleton has not changed [North/South from
the Las Pulgas gate to the Main gate (Stuart Mesa Rd to Vandergrift Blvd)
and South/North from the Main gate to the Las Pulgas gate (Vandergrift Blvd
to Stuart Mesa Rd)] and access via the DBIDS bicycle pass is limited to the
Main and Las Pulgas gates.
MCB Camp Pendleton will continue to foster positive relationships with our
neighbors by allowing access to cyclists and we appreciate that most
cyclists have been good visitors during their time on the base. We
encourage cyclists who wish to enjoy uninterrupted access to the base to
come in as soon as possible to obtain their DBIDS ID. We anticipate that
the volume of passes issued in late September and early October will require
long waits, so don't procrastinate.
The new system will increase installation security and communications by
receiving frequent database updates on changes to personnel/credential
status, law enforcement warrants, lost/stolen cards, and force protection
conditions. The system provides a continuous vetting anytime the DBIDS card
is scanned at an installation entry point.
On-line registration of recreational cyclists will end 22 July, 2018. No
matter when you registered under the old system, that form of access to the
base will end on September 30. After that date only a DBIDS bicycle pass
holder will be allowed aboard the base.
For questions regarding base access, please call 760-763-8435.

I wonder if they'd let you through the Las Pulgas gate to get to the visitor center? Is the visitor center past the guards at the main gate or outside the actual guarded boundary of the base?
The hours are fairly restrictive - 7:30 am to 3:30 pm weekdays only, which means the freeway will be in 80 mph mode.

Take the Metrolink 600 train to Oceanside, get there at 10:00, ride to the base, get your pass, ride to your favorite brewery for lunch, then ride home northbound thru the base with your new pass, upwind all the way. I've done it, not too bad as long as you can draft @tunavic and it is not 105 degrees in Laguna Hills (ask me how I know).

@TrojanHorse, let's just make a day of it on Thursday. Let's do the usual ride to Oceanside using I-5 and go direct to the visitor center and take the late train home after some refreshments.

My California driver's license was issued a couple of years ago, so it isn't Real-ID-Act compliant. I'm thinking the vast majority of CDLs are not. Did you gents present a passport to get the new ID from Pendleton?
They are handing those Real ID out at the DMV now, I was just at the DMV Thursday to get my son's permit. Weirdly, you have to show a Social Security Card in addition to your passport, a local utility bill etc. (a W-2 will suffice). Not sure how a passport requires ADDITIONAL federal documents to get you on a plane, since the passport alone will do the same thing.

I had a couple follow up e-mails with USMC and they let me know that there is no other way to obtain access to Pendleton other than showing up in person, to the visitor center, on a weekday before 3:30 p.m.
So for those of us that work full time, live over an hour away, and only had opportunity to use the Pendleton route infrequently, on weekend rides, it would seem pretty impossible to ever do that again.

I have a friend who is pretty bold about riding surface streets and highways-- much more so than I am-- yet he refuses to ride I-5 on this stretch. He's done Vancouver to Mexico a couple of times, plus a number of multi-day rides here and there around CA, so I'm pretty sure he has good reasons (I've not asked).
It happens that I plan to be riding thru Pendleton next week, or I probably would have ignored these new requirements and blown off future OC --> San Diego rides, but might as well get a pass.

In April 2019 I plan on riding from Whittier to Oceanside to support my brother who is participating in the Ironman Oceanside. I-5 would not be my first choice but on a Friday mid-day before the event I'm hoping traffic will be a bit slower than usual.
Thanks for posting the video. Food for thought. I have had two close calls lately.

just got the new pass today. only needed existing (ca) drivers license. no charge. took about 15 mins all told. visitor center (portable trailers) is just outside the main gate/entrance on the south end. and yes...you will need to take off your helmet/cap/bandana for the picture so factor that in.
so I immediately tried to go through the southern/front gate with the new id but the marine guard wasn't set up for it yet. he was less "gung-ho" than most of the guards i've encountered there over the years and just let me go through after he fumbled around for the proper handheld scanner that never materialized. i even proffered my ca drivers license but he just handed me back the new id and waved me through. until the new id rules are in effect (sept 2018?), i'd still bring your previously registered drivers license/id card just in case.
i'd go sooner rather than later. in the 15 mins i was there, there were 6 people before/after me there for the same reason. it'll only get busier.

Post your plans next year and see how many of us mooks you can get to ride down with you, it's more fun in a gang anyway.
The main problem with the freeway route is speed (not a problem in the video above), debris on the shoulder (been clean lately at least) and the worst problem is a car in the breakdown lane forcing you into the travel lane. Not a problem when the cars are going 20 mph, I think I'd get off my bike and walk around if traffic is moving anywhere near normal speed.

The air blast of a tractor/trailer is no fun. A debris field and punctures sometimes cannot be easily avoided when traffic is zooming by at 75 mph. I think I will make a special trip to the visitor center.
A safe cautious approach makes sense.
Two years ago I know the Ironman was routed through Camp Pendleton. I was able to ride south of the Oceanside Marina race day to Torrey Pines w/o closures.

The MS Bay-to-Bay 150, which has routed a large number of cyclists through Pendleton in years past, is apparently planning to supply vehicles to transport riders who can't transit Pendleton. They have a form on their Web page for registration to use roads on the base, but it's a SurveyMonkey form, not the official USMC page I used a few weeks ago.
I seldom ride down there, so I've not followed the issue, but apparently it has long been an issue.
I was unable to find any account of a cyclist being hit on I-5, but there was that cyclist who was killed by a bus on Pendleton.

If registering after 10/14, there is no guarantee for base access, but the MS Society will provide vehicles to transport you to the next rest stop, bypassing Camp Pendleton.

Spears said the issue has surfaced now in part because of security concerns, in part because a five-year Caltrans lease on the bike path north of Las Pulgas is up for renewal.
When the various sides met in early March, Marine Corps officials came into the meeting with a hard-line attitude, bluntly suggesting that they wanted all cyclists off base.
"That was their original bargaining point--to simply close the base to bikes," said Hatfield, a participant at the meeting. "Gradually, they got around to a softer stance."
In particular, Marine officials grew troubled by the prospect that booting the cyclists off the base would mean sending them out onto the dangerous expanses of Interstate 5.
Under state law, bikers can ride on a freeway if all other options are closed to them. More than 1,000 miles of freeway shoulders are open to bicyclists in the state, including an 85-mile segment of Interstate 10 near Blythe.
Base officials and cyclists agree that such a scenario along I-5 across Camp Pendleton could be a disaster. With cars racing along the open stretch of freeway at speeds often approaching 80 m.p.h., it might only be a matter of time before a cyclist is hit and killed.
