In any case, your fork is far more load bearing and takes far more abuse than the frame itself, why is carbon perfectly OK there but not in a lower stress area?

Actually, you have it backwards.

Aluminum can be recycled. Carbon reinforced epoxy cannot.

There is a process where the epoxy is burned off but the left over carbon cannot be used for structural parts. This isn't really recycling per se.
