Bikehubstore, prowheelbuilder off the top of my head......lots of others.
I bought a kinlin xr31 build kit from bikehubstore. If I were to do it over again, I would get the off-center rear rim, but the kit was great.

FWIW....Pacenti is having a falling-out with some wheel building operations. Don't know if you heard/saw the scuttlebutt over Forza failures.

I think I can get behind Kirk's reasoning. He seems to feel that CX-Rays and Lasers (probably DT Revolutions too) aren't stiff enough to make a satisfactory wheel. But for the new owners to use that as a liability dodge is stinky.

At the top of your budget, but look at closeouts from Rolf Prima. I use their Vigor RS (OEM) wheelset.

Nope. Kirk had no problem with them, but Kirk no longer owns Pacenti. The new owners made this call. Multiple very well respected builders disagree with the new owners.

check out hunt rims in England. They build some really good wheels for the money.

Firm but gentle
I have nothing but good stuff to say about Stan's. Two pairs of road wheels, one was Alfa 360 28 holes f&r, CX ray spokes, no problems, no attention needed very often. 32 hole 29er wheels with CX rays also, never had to true them much at all.
