If you're a state with large corporate citizens (not just large citizens), and if you can make the right contact, there's no rule saying you can't try.

Wait - would that mean Texas secedes?
Real shame. Of the states east of the Rockies, Georgia and Missouri were two of the most likely candidates for hosting stage races. Virginia, NC and Tennessee all have suitable topography, and a bit of size. Pennsylvania doesn't really have any climbs I know of that are more than Cat 2 - plus we have a legislature that can't even agree on what day it is.

That's a shame. I rode around the Mark Twain National Forest area earlier this year and it's a great place to ride. Lots of rolling hills and winding roads- never a dull moment. I was hoping I'd get a chance to go back and watch the race.
It just doesn't seem like a good idea to rely on the government for funding, though. Does the ToC do that?

Race officials estimated 1.2 million spectators watched the event last year, which started in St. Louis and ended in Kansas City over eight days.

The only thing I can make out of this is that it's a personal issue for the governor to not allow a bike race to take place in his state. It was shown to provide a nice return on investment and boost tourism, and the state congress set aside the money to do it, he just didn't want it to happen. You don't normally see interesting stuff in the comments section of an online newspaper, but I saw this from the St Louis Post Dispatch comments on the story:
I grew up in Missouri but moved away about 4 years ago. Sucks to see this and not even get to vote or write to the elected officials about it.
If so many states weren't in such a fiscal panic I'd say this would be picked up quickly somewhere else. For such a big event, that's a drop in the bucket. Washington, DC will probably be spending over $1million to host two stages of the Giro in 2012 for gods sake.
Finally, as mentioned previously, the tour is at least partially self-funding. In other words, the state is absolutely guaranteed at least a partial return on their investment because the Tour will attract visitors that spend money in Missouri giving much needed tax dollars to both the state and various municipalities throughout the state.
Spending Option #2: Permit the Missouri Division of Tourism to spend the money at their discretion. Here are the current events listed on their website: Missouri State Senior games, Show-Me State Games, Urban Wanderers, David Letterman Stupid Human/Pet Tricks auditions, and the Missouri State Fair.

The Tour of Missouri's biggest political supporter was apparently the Lieutenant Governor. Who is running for Governor against the current Governor in the next election. You think this might have been a political move? Bleh, disgusting.

West Virginia has the topography. The KMart Classic was a great race, and could hve really grown into something, until KMart went bankrupt.
Hey, Massey could use an image makeover, perhaps they'd be interested. Promote clean coal technology.

Well it's just a crying shame that it's personal politics that killed the race... All because the Governor has a *****3nin.vend3tta against the Lt Governor. Very sad.
