Not the correct incentive for light usage
I had not heard of this, and the worst thing that ever happened to me for riding without a light a night was being shouted at by a pedestrian in Munich.

Bad cops will use any excuse to stop somebody...or make one up. In this case it was biking at night without a light. I agree with the linked story; had there been widely shared video of the death of Byron Williams at the hands of those Las Vegas police officers, it would have garnered more outrage.
