Not sure what I'm looking at. Looks like a suspension pivot? Which tube broke out? You know the famous WallyWorld guarantee:

The edges look like they are machined. The pivot probably pulled out (red arrow below). The welds on Helmart bikes are about as good as you'll get with JBWeld

Thanks cyccommute, that gives me a better idea of what I was looking at. No way the tubing should be that thin in that spot regardless of how good/bad the weld is.

Steel tubing for bicycles is around 1mm thick. The tubing in the picture looks like it's in that range. I think the problem is that they cut out the hole for the shock mount. I would assume that most mounts like that are welded to the tube without cutting a hole in the tubing. For a really cheap HelMart bike, I would think it would be cheaper. Cutting tubing is an extra step and you have to weld all the way around the mount as well as align it.

Looks like the bracket holding the shock mount was welded to the tube, and the weld weakened the tube wall such that it tore out. I don't think it was cut by the manufacturer, the tear is in the shape of the weld.
To OP: I hope you immediately told them you couldn't fix it, or quoted an FO price of $4000 or something.

oh, the old days of the Costco warranty replacement. I'm almost positive you could literally take the product out of the box, break it in front of them, and they'd still give you a full refund back then. I think they had to stop that because people were doing stuff like buying giant TVs and returning them for Super Bowl parties.

It's obviously poor engineering, because a failure like in the OP is bound to happen when the rear shock bottoms out hard.

After welding any metal (Ti, Al, or steel), unless it's non-structural, and very very few exceptions, there needs to be a post weld heat treat/stress relief, or the weld process itself actually weakens the metal locally. I'm guessing they skipped that step, or simply don't do it when they are cranking these out of their factories.
There is a spec that we use in the aircraft industry that the shops must follow, or bad **** happens.
