In Georgia, this is a violation of state and federal law... not that construction companies, local-state-federal govts seem to give a rats arse

Uhmm, if it's federal law wouldn't it be nationwide? What law says you can't bring equipment in to maintain the critical infrastructure you own?

So the ADA won't allow the COE or whomever owns that levee the right to maintain it with whatever equipment is needed?
The alternative is probably to close the trail at the nearest access points in both directions.
It should have a least had some barricades around it.

That's fine if the equipment is actually being actively used to maintain that infrastructure. But this equipment is just parked there, when it could have been parked off to the side to allow traffic to flow on the MUP.

We call that "mobilization". Some truck driver drops the machine off before the work starts. Without knowing the work planned it's possible the heavy machine on a side slope isn't going to be a good thing. Or the machine was done and waiting to get picked up. That is not a machine that is getting moved with a pick up truck. I also wouldn't be surprised if the OP rode around some sort of barricades, or should have, to get to that machine

In 1988 I was on a bike tour coming north out of Basel CH, on the Rhine River bank levee top road, as I approached Freiburg Germany
in my path across the levee top path was an M1 Abrams Battle Tank.. So I had to find another way..

Heavy equipment like that can utterly destroy an MUP. They generally weren't excavated deep enough, don't have as much road base or layers of asphalt as a regular road. Contractors doing work here frequently cause major damage to the MUP by running heavy equipment across it without taking necessary precautions like laying dirt over the path or using heavy steel plates.
