I like and use Topeak's MTX series stuff -- I have an MTX rack (non-disc version works great, even though we have disc brakes) and an MTX bag with fold-out panniers. If you're looking for more heavy duty panniers (that attach with hooks to the rack bars), then any rack should do well. Just be mindful of heel clearance if using a very large pannier. If you do have or want to use large panniers, then consider a set-back rack design like Blackburn's Grid 1 Rack. This will keep a physically large pannier bag from getting in your heel space when you pedal.

Depends... just punting around, whatever. If you are going to do loaded touring or expect to keep the bike for a while get Tubus with the lower pannier rails like the Grand Tour or Logo, keeps the load down low for a lower center of gravity. Panniers, can't go wrong with Ortlieb

I have the MTX Trunkbag DXP (that uses the MTX tracks) and don't use separate panniers, but you definitely can get separate pannier bags and attach them to nearly any rack out there.

A lot depends on your perceived use for panniers.
Do you plan on using them for touring, grocery and other shopping runs, picnic lunches, packing for commute duty, etc.
I have several, of which the grocery panniers get the most use. For their intended purpose, and even for going for car parts. lol They hold a lot, are very handy, and fold flat when not in use.
