Shimano ST-EF51 shifter/SRAM derailleur?

I have a Schwinn Progress 21sp I just got new ST-EF51 shifters for. My problem is the rear does not provide enough cable travel to move the SRAM derailleur far enough (either way). Just pulling the cable does move the chain through the full range. The stops are out. Do I need a Shimano rear derailleur? Thanks,

Does each click shift one gear but you don't get the full range? Then you adjust the derailleur.

If each click doesn't shfft one gear, you need another derailleur or new shifters; they both have to match. Sunrace make affordable compatible derailleurs. Co-ops and bike shops will have bins of serviceable parts for cheap
